Reading the budget with a gender lens: gender analysis of UK and Scottish government budgets

Has gender equality been integrated into public policy making, and in particular into decision making in economic policy and public finances? Are the multiple alternatives to established budget processes acting as catalysts or barriers for change? Women’s economic security and status continue to be undermined by occupational segregation, caring roles, entrenched gendered norms, and limited responsiveness by policy actors and institutions. Does gender budgeting offer a realistic alternative to policy change, or are there other approaches that might better appeal to current challenges in securing more gender equal outcomes from economic policy decisions, and the institutions making the decisions.
