Unimores Centre for the Analysis of Public Policies turns 25 and relaunches the debate on research and innovation in Italy beyond the NRRP

The Centre for the Analysis of Public Policies (CAPP) at the University of Modena and Reggio Emilia is marking this 25-year milestone with a major conference entitled Research, innovation and environmental sustainability in Italy: evidence and prospects beyond the NRRP (M4C2), scheduled for Wednesday 15 and Thursday 16 April 2026 at the Marco Biagi Department of Economics (via Berengario 51), Modena.
Founded with the aim of analysing and evaluating public policies, CAPP is now a national point of reference for the study of economic dynamics, innovation and regional development. The conference, marking its 25th anniversary, will provide a high-level forum for discussion among academia, institutions and the productive sector on key issues relating to research and innovation in Italy, with particular attention to the effects of public policies and investments under the National Recovery and Resilience Plan (NRRP).
The workshop will address three main themes: transformations in the Italian research system; the relationship between innovation and environmental sustainability, also in light of regional experiences; and the role of Mission 4, Component 2 of the NRRP (M4C2) as an innovative policy model for technology transfer.
Proceedings will begin on Wednesday 15 April at 2.00 pm with institutional greetings, followed by a first session chaired by Barbara Luppi (Marco Biagi Department of Economics, Unimore), focusing on the structure, performance and critical issues of the Italian research system. Speakers will include Giulio Perani (ISTAT) and Francesco Damuri (Bank of Italy). The discussion will be introduced by Francesco Prota (University of Bari) and Margherita Russo (CAPP Unimore).
A second session will take place later that afternoon, focusing on the relationship between innovation and environmental sustainability in Emilia-Romagna. Chaired by Stefano Ghinoi (Department of Communication and Economics and CAPP, Unimore), it will feature contributions on collaborative innovation, business networks and regional systems by Guendalina Anzolin, Federica Rossi, Margherita Russo and Roberto Venturelli, with a commentary by Giorgio Moretti (ARTER).
The day on Thursday 16 April will begin at 9.00 am and will be entirely devoted to M4C2 of the NRRP as a new model for technology transfer in Italy. The session, chaired by Francesca Pancotto (Department of Linguistic and Cultural Studies and CAPP, Unimore) and introduced by Marina Silverii (ARTER), will include contributions from Simone Righi (DEMB and CAPP), Fabrizio Alboni (University of Bologna), Pasquale Pavone (Unipegaso and CAPP), Francesco Pagliacci (University of Padua and CAPP), Aldo Geuna (University of Turin), Annalisa Caloffi (University of Florence and CAPP-Unimore), Gianluca Marchi (Unimore), Lorenzo Massarenti (Unimore), Tommaso Bechini (University of Perugia), and Donato Iacobucci (Polytechnic University of Marche).
In the afternoon, from 2.00 pm, the final sessionchaired by Marcello Morciano (DEMB CAPP, Unimore) and introduced by Annalisa Caloffi (University of Florence) and Ugo Rizzo (University of Ferrara)will be devoted to the evaluation of M4C2, including an institutional discussion with contributions from Ginevra Elisabetta Bruzzone (NRRP Mission Structure, Presidency of the Council of Ministers) and Mario Calderini (Politecnico di Milano).
The conference will conclude with a round table on the prospects for research and innovation in Italy beyond the NRRP, moderated by Margherita Russo. Participants will include Vincenzo Colla, Vice-President of the Emilia-Romagna Region (with responsibility for economic development and the green economy, energy, vocational training, universities and research), Giovanna Galli, Deputy Rector of Unimore, Ginevra Elisabetta Bruzzone, Aldo Geuna, Giulio Perani and Francesco Prota.
