Agreement between Unimore and the Atlantic Council of Montenegro: A New Alliance for Legal Research and European Cooperation

The Atlantic Council of Montenegro and the Department of Law of the University of Modena and Reggio Emilia have signed a Memorandum of Cooperation, establishing a structured agreement between Italy and Montenegro with the aim of enhancing academic and scientific activities between the two countries.

The official signing ceremony took place at the headquarters of the Atlantic Council of Montenegro, in the presence of a delegation from the Department of Law led by Professor Marco Gestri, representing the Director, Professor Elio Tavilla, and the President of the ACM, Dr Savo Kentera. The agreement paves the way for a shared agenda of research projects, educational initiatives, international exchanges of faculty and students, workshops, academic seminars, and publishing activities.

According to Savo Kentera, the Memorandum marks a new chapter in the relationship between educational and research institutions:
"This cooperation represents a bridge between Montenegro and one of Italy’s most respected educational institutions. We are confident it will yield tangible results and contribute to a better understanding of the challenges of the modern world. This memorandum strengthens ties between our two countries, especially in light of Montenegro’s anticipated accession to the EU in 2028.”

Professor Marco Gestri expressed his appreciation for the significance of the agreement:
"It is a great honour and a great responsibility for our Department to partner with the Atlantic Council of Montenegro. This cooperation supports the mobility of our students and promotes shared values such as scientific excellence, respect for human rights, and international law. The MoU forms part of the cultural relations between Italy, Montenegro, and the Balkans, and underscores Italy’s full support for Montenegro’s accession to the European Union. This prospect highlights the urgent need for targeted collaboration on legal matters related to EU enlargement.”

The ceremony was also attended by the Italian Ambassador, Dr Andreina Marsella, and was accompanied by an institutional visit to the Faculty of Law of the University of Montenegro. The Unimore delegation was welcomed by the Dean, Professor Vladimir Savkovic, and other faculty members, with whom a dialogue was initiated on future opportunities for cooperation between the two departments.

Founded in 2006, the Atlantic Council of Montenegro promotes Euro-Atlantic values, peace, and international security, continuing the mission of the original Atlantic Council, established in 1961 to strengthen cooperation between North America and Europe.
