The Modena Charter included in the National Strategy for the Fight Against Antisemitism

The " Charter of Good Practices for Respecting Freedom of Religion and Belief in the Workplace ", known as the Modena Charter, has been officially included in the National Strategy 2025 for the fight against antisemitism. This document, developed by the Presidency of the Council of Ministers, aims to strengthen the policies for the prevention and counteraction of antisemitism in Italy.
The document drafted by Palazzo Chigi has recognised the Modena Charter as an essential tool for protecting religious freedom in the workplace. The National Strategy, in addition to highlighting its importance, advocates the need for its widespread dissemination and application in public administrations. In Action 1.2, the governmental document provides for the integration of the Charter into the guidelines of the Department of Public Administration to prevent discriminatory phenomena, including those of an antisemitic nature.
The Charter is the result of research carried out by the ORFECT Interdepartmental Centre at the University of Modena and Reggio Emilia and was drafted by Professor Vincenzo Pacillo and Dr Basira Hussen. The document provides practical guidance for managing religious freedom in the workplace and promotes intercultural and interreligious dialogue.
"The inclusion of the Modena Charter in the National Strategy," comments Professor Vincenzo Pacillo, Professor of Law and Religion at Unimore and Director of ORFECT, "represents a fundamental step in recognising the importance of religious freedom as a foundational value of the Italian legal system. The fight against antisemitism and all forms of discrimination also involves concrete tools for inclusion and protection in the workplace. The fact that the Department of Public Administration is called to promote its application is a highly significant institutional signal."
"This institutional recognition," emphasised Dr Basira Hussen, Coordinator of the "Sustainable Secularism" cluster at ORFECT, "is confirmation of how the protection of the right to freedom of religion and belief is a crucial element in strategies to prevent discrimination. The Modena Charter is not just an academic document, but an operational reference for institutions and companies that want to ensure inclusive and diversity-respecting work environments. Its inclusion in the National Strategy will provide further impetus for its concrete implementation."
In light of this achievement, the University of Modena and Reggio Emilia and the ORFECT Centre will work in the coming months to further disseminate the Modena Charter and promote its adoption in public and private institutions at the national level.
